A review of the memorandum prepared by two Policy Fellows and St. Louis University law students, Aja McCoy (third year law student) and Sara Rutherford (first-year law student), reinforces the importance of vigilance in procedural matters as well as legislative debate. In October 2021, they drafted a set of comments in response to proposed revisions in regulations on the A+ Scholarship Program.
