Through St. Louis Graduates, The Scholarship Foundation and St. Louis Regional Chamber have advocated together to improve higher education access for students with significant financial need. These organizations are now enlisting Governor Nixon’s action to signal that titling language in the higher education budget (HB2003) is void and unenforceable. This titling language directs public institutions to charge the highest possible tuition rate to Missourians approved under Deferred Action for Childhood Arrivals (DACA), effectively barring these students from earning postsecondary degrees at public colleges in their home state.
